Associate Executive Director, Clinical Care and Innovation, Senior Medical Director, and Co-Executive Director, CMI

A licensed Family Practice physician, Dr. Young joined Kaiser Permanente in 2006 as senior medical director, The Permanente Federation, and co-executive director of the Care Management Institute. In 2009, Dr. Young was named associate executive director, Clinical Care and Innovation to drive clinical process improvement, delivery system innovation, and resource stewardship for The Permanente Federation.

Prior to joining Kaiser Permanente he was the director for Health Information Technology Programs with the Agency for Healthcare Research and Quality (AHRQ) and served as an AHRQ representative for the Hurricane Katrina Disaster Response. He also served as the AHRQ lead for the Medicare Modernization Act Implementation Team and prior to that as senior clinical advisor for the Centers for Medicare and Medicaid Services (CMS).

Dr. Young also served as director of clinical service and executive vice president for Utah Healthcare Institute/St. Marks Family Practice Residency and was the residency faculty/medical director for Utah Valley Family Medicine Residency – IHC. From 2001-2002, Dr. Young was a Robert Wood Johnson Health Policy Fellow in the Office of Senator Jeff Bingaman – Institute of Medicine.

Dr. Young graduated from the University of Oklahoma, College of Medicine in 1987. He served a family practice internship at Naval Hospital, Pensacola, Florida, and also trained as a flight surgeon there. He served as a United States Navy Wing Flight Surgeon-CTW-3 and was deployed to the Persian Gulf in support of U.S. Marine Corps during Operation Desert Storm.
